“Russia as one of the founders of the United Nations and a permanent member of the UN Security Council, has always supported this universal organisation. We believe that it is not just universal, but unique in a sense. There is no other organisation like it in the international community,” President Putin said at a meeting with visiting UN Secretary-General Antonio Guterres on Tuesday.
“We support in every possible way the principles on which the organisation was founded and we are going to do so in the future,” President Putin said.
“It’s a bit strange for us to hear statements by some of our colleagues when they talk about a world order based on rules,” President Putin said.
“We believe that the main rule is the United Nations Charter and other documents that are passed by that organisation, rather than some papers that are written by someone to suit their own purposes or ensure their own interests.”
“Maxims of certain our colleagues when they speak about the world based on rules sound somewhat strange for us,” President Putin said. “We believe the fundamental rule is the United Nations Charter, other documents approved by this organisation, rather than certain papers wrote by somebody as one sees fit and to secure his interests,” the head of state noted.
”We have always said that there is no such universal organisation as the UN, and we need to value the institutions that were created after World War II to resolve disputes,” the president said.
Moscow does not refuse to hold talks with Kiev and it hopes it will be possible to achieve agreements on the diplomatic track, President Putin said.
“Although the military operation is in progress, we still hope that we will be able to achieve agreements on the diplomatic track. We are holding negotiations. We do not reject them,” President Putin said.
According to him, negotiators of Moscow and Kiev “managed to achieve a major breakthrough” at talks in Istanbul. At that point, Kiev’s negotiators did not link “Ukraine’s international security demands with such a notion as Ukraine’s internationally recognised borders, setting aside Crimea, Sevastopol and the recognised by Russia republics of Donbass, with certain reservations”. “But unfortunately, after these agreements were achieved and after, in my view, our clearly demonstrated intentions to create favourable conditions to continue talks we faced a provocation in the city of Bucha, and the Russian army has no relation to this,” President Putin said.
He pointed out that after the developments in Bucha, Ukrainian negotiators “backtracked on their former intentions to set aside the territories of Crimea, Sevastopol and the republics of Donbass in the issues of security guarantees”. Russia had the right to recognise the independence of the Donetsk and Lugansk People’s Republics and render military assistance, President Putin said at a meeting with UN Secretary-General Antonio Guterres on Tuesday.
President Putin mentioned the decision of the UN International Court of Justice on Kosovo, that in exercising the right to self-determination, the territory of a state is not obliged to apply for permission to declare its sovereignty to the country’s central authorities.
In a similar fashion, the republics of Donbass had the same right to declare their sovereignty, “since the precedent was set”.
“Right? Do you agree with this?” President Putin asked Guterres, who answered that the UN did not recognise Kosovo. “But the court did recognise it,” Putin parried. “If this precedent was set, the republics of Donbass could do the same,” he went on to say, while Russia got the right to recognise them as independent states.
“After we did this, they asked us to provide military assistance in respect of the state that was conducting military operations against them. And we had the right to do this, in full compliance with Article 51 of Chapter VII of the UN Charter,” President Putin stressed.
