The ZANU-PF provincial Women’s League executive in Mashonaland West has passed a vote of no confidence in chairlady Cde Constance Shamu on allegations of causing divisions in the party by taking unilateral decisions.
The no confidence vote was endorsed by 22 provincial executive members out of 38.
It was passed in terms of Article 29: 251 of the Zanu-PF constitution.
In a statement on Monday, political commissar Mrs Chinjai Kambuzuma said Cde Shamu made unilateral decisions.
“On behalf of the Mashonaland West Women’s League and in my capacity as the Mashonaland West Women’s League Secretary for Commissariat, I hereby advise that the Women’s League has passed a vote of no confidence against the chairlady, Constance Tsomondo Shamu, as stipulated in the Zanu-PF Constitution Article 29:251,” she said.
“Of an executive of 38 members, the vote of no confidence was passed by 22 members thereby constituting a quorum.”
Cde Shamu is accused of unilaterally constituting the provincial top six even though the Zanu-PF constitution stipulates that the positions are filled by district chairpersons.
“The chairlady went on to write a letter on behalf of the Women’s League without the members’ knowledge, only to be surprised by hearing the letter being read on (sic) the PCC. The letter claimed that the Women’s League had failed to work with the chairman (Cde Mliswa) yet it was her own arrangement. Therefore, she proved to be a bad leader who fabricates issues,” said Cde Kambuzuma.
“She used dirty money to buy people to complicate matters over that appointment at national level. We want a true Zanu-PF cadre who can stand for the good of Mashonaland West people. We want honest and exemplary leaders who are guided by our principles of unity. She has been promoting factionalism, hatred and disharmony.”
Cde Kambuzuma said Cde Angeline Muchemenyi would be the acting chairlady, deputised Cde Mary Phiri with immediate effect.
Efforts to get comment from Cde Shamu were fruitless.
Meanwhile, Zanu-PF Women’s League in Masvingo yesterday passed a vote of no confidence against provincial chairlady Cde Shylet Uyoyo after accusing her of promoting factionalism, incompetence and dictatorial tendencies in the running of the organ’s affairs.
A provincial executive meeting of the Women’s League held at the Chiefs’ Hall installed Cde Veronica Makonese as acting chairlady in the province until fresh elections are held. Cde Makonese was Secretary for Business Liaison Development in the league’s provincial structure.
The no confidence vote against Cde Uyoyo comes after a similar feat against Zanu-PF Masvingo provincial chairman Retired Brigadier General Callisto Gwanetsa who was shown the exit door for promoting factionalism, abuse of office and incompetence by the provincial executive council recently.
Cde Gwanetsa’s deputy Cde Paradzai Chakona was appointed acting chairman.
Speaking after ejecting Cde Uyoyo from office, Cde Makonese said the league wanted to end dictatorship and intimidation in the party.
She said Cde Uyoyo presided over the Women’s League in the province with an iron fist and openly condoned factionalism.
“We dumped Cde Uyoyo because she promoted a culture of fear and intimidation in the Women’s League in Masvingo,” said Cde Makonese.
“The League is poised to enter a new era after the removal of Cde Uyoyo who also openly promoted factionalism.
“Cde Uyoyo completely failed to run the Women’s League and moved around threatening members using her post. We removed her because she failed to hold even a single meeting of the league in Masvingo since she was elected. It was as if there was no Zanu-PF Women’s League in Masvingo province.’’
Cde Makonese said it was shocking that Cde Uyoyo had the temerity to openly condone factionalism in the presence of First Lady Amai Grace Mugabe during her Meet the People rally at Mucheke Stadium recently.
In an unforgettable boob, Cde Uyoyo during her speech to welcome Amai Mugabe at Mucheke openly said there was nothing wrong with Zanu-PF having two factions in Masvingo as long as members refrained from engaging in open conflict.
Cde Makonese said Cde Uyoyo’s remarks showed that she was unfit to lead the Zanu-PF Women’s League in the province.
“Cde Uyoyo also tried to stand as an independent candidate in Bikita South in the run up to last year’s harmonised elections before changing her decision at the last minute and that shows that she is not a principled leader,’’ said Cde Makonese.
Cde Uyoyo dismissed the vote of no confidence in her, saying the move was caused by power hungry people eyeing positions ahead of the National People’s Congress early next month.
“The vote of no confidence is a nullity, there were only a few members of the provincial Women’s League executive at the meeting and the rest were ordinary people bussed from the suburbs,” she said.
“I do not accept the no confidence vote, they should have summoned me and made the move in my presence.
“I also know that the move by those power hungry individuals is the normal wind that always blows in the run up to major party events like congresses, the dust will start settling soon after the congress.’’
