In a newspaper advert, the SPB said bids should be submitted by October 18. A total of 12 bidders had initially submitted their tenders under a special formal tender process but they were all cancelled on the eleventh hour.

The CFLs required by Zesa have a wattage range of between 14 to 22 watts compared to the incandescent bulbs, which have wattage of between 60 and 100.
The bulbs will be swapped with the incandescent bulbs that would be destroyed. CFLs last longer, at least 8 000 hours while incandescent light bulbs lasts for only 1 000 hours.
