companies without capacity being awarded tenders.
This came out at a public hearing on State procurement procedures organised by the Parliamentary Portfolio Committee on Budget, Finance, Economic Planning and Investment Promotion in Harare. Public Works principal director Colonel Joseph Mhakayakora accused the SPB of taking too long in adjudicating bids.
“The time they take to adjudicate tenders is too long, especially for us, because we service the entire Government,” he said.
“All the blame will come back to Public Works because of the delays. The SPB is a necessary evil, but we feel there must be relaxation to allow us to exercise our mandate while their role should be to regulate the inspectorate role only.
There is also a challenge in that we have one arm of Government having to adjudicate over all tenders from ministries which results in some ministries being shortchanged.”
