The reason governments licence these activities is multifaceted. Lotteries and gaming can generate significant revenue for governments through licencing fees, taxes and other forms of revenue sharing.

Additionally, licencing helps ensure that operators adhere to certain standards, protecting consumers from the risks associated with unregulated gaming, such as fraud, exploitation, and problem gaming.

Licencing also allows governments to monitor and regulate the industry, reducing the risk of organised crime, money laundering, and other illicit activities.

Furthermore, governments can use licencing to promote responsible gaming practices, such as age restrictions, betting limits, and support for problem gaming services. The economic benefits of lotteries and gaming should not be overlooked, as they can create jobs, stimulate economic growth, and support local businesses. A well-regulated industry provides a framework for governments to ensure that operators comply with laws and regulations.

Moreover, lotteries are often used to fund good causes, such as charitable organisations, public services, or infrastructure projects. By licencing lotteries and gaming, governments can balance the benefits of the industry with the potential risks, ensuring a safe and responsible gaming environment for citizens. Now let’s talk about Zimbabwe. How does the country deal with issues of lottery and gaming? Zimbabwe does this through the Department of Lotteries and Gaming Fund.

The Department of Lotteries and Gaming Fund, under the Ministry of Home Affairs and Cultural Heritage, plays a pivotal role in Zimbabwe’s socio-economic development. Through the Lotteries and Gaming Board, the department regulates the industry, promotes responsible gaming, and channels revenue into essential national sectors. The Lotteries and Gaming Fund has made significant contributions to community development projects, infrastructure development, and revenue generation, making it a vital component of Zimbabwe’s socio-economic landscape.

Positive impact

The Lotteries and Gaming Fund has had a profoundly positive impact on Zimbabwe’s socio-economic development. The fund has supported various community development projects, including infrastructure development, education, and healthcare initiatives. For instance, the construction of the Pupu Clinic project in Lupane, Matabeleland North Province, is a testament to the fund’s commitment to improving healthcare services in rural areas. The clinic provides essential medical services to the local community, improving health outcomes and quality of life. The construction of a classroom block at Kundai High School in Mazowe was also completed using resources from the Fund.

In addition to infrastructure development, the Lotteries and Gaming Fund has also supported community support initiatives. The development of the Altena Farm Monument in Centenary, Mashonaland Central Province, is an example of the fund’s commitment to promoting cultural heritage and tourism development. The monument serves as a tourist attraction, generating revenue for the local economy and promoting cultural exchange as well as preserving key historical elements in the foundation of this nation.

The gaming industry, which is regulated by the Lotteries and Gaming Board, generates substantial revenue for the government. Current legislative framework

Zimbabwe’s legislative framework for lotteries and gaming is primarily governed by the Lotteries and Gaming Act (Chapter 10:26), which regulates and controls all forms of lottery and gaming activities within the country. This Act provides the statutory basis for the operation, conduct, and oversight of gambling, and establishes the Lotteries and Gaming Board as the national regulator. The Board oversees licencing and compliance for operators, ensuring that they meet specific criteria and adhere to regulatory requirements.

The legislative framework includes key components such as licencing requirements, which outline the necessary steps for obtaining various types of licences, including lottery operator licences, casino licences, and other gaming licences. To obtain a licence, applicants must meet specific criteria, including payment of application fees, financial audits, and background checks.

The Board is also responsible for regulatory oversight, ensuring compliance with the Act and regulations, monitoring operator activities, and imposing penalties for non-compliance.

In addition, the framework includes taxation provisions, such as a 10% withholding tax on gross winnings from sports betting, which was introduced as part of the national budget to increase government revenue from gambling activities. The Act has undergone amendments over time, with recent changes aimed at addressing emerging trends in the industry, such as online betting, and strengthening regulatory oversight.

The Lotteries and Gaming Board plays a critical role in preventing problem gambling, protecting players, and ensuring responsible gaming practices. To date, the Board has issued over 530 licences to operators in the sports betting, lottery, and casino sectors, highlighting its efforts to regulate the industry while promoting growth and revenue collection. By providing a robust and effective regulatory framework, the Board helps to ensure that the industry operates in a fair and transparent manner, while also protecting the public interest.

Challenges

As we continue to build on the success of the Lotteries and Gaming Fund, we’re actively addressing several key areas to ensure the industry’s continued growth and integrity. One of our focus areas is regulatory clarity. We’re committed to regularly reviewing and updating our regulations to keep pace with the evolving nature of the industry, particularly with the rise of online platforms. By doing so, we will ensure that our regulatory framework remains effective and adaptable, providing clarity for operators and players alike.

We’re also prioritising the prevention of illegal lotteries and gaming schemes, which can undermine the integrity of our industry. Illegal gambling, including online platforms, poses significant risks to individuals and society. One of the primary dangers is the lack of regulatory oversight, which can lead to exploitation, fraud, and financial instability. Players may be vulnerable to unfair practices, such as rigged games or withheld winnings, with little recourse for resolving disputes. Moreover, illegal online gambling platforms often operate outside the law, making it difficult for authorities to track and prosecute illicit activities.

The consequences of illegal gambling can be severe, including financial ruin, mental health issues, and social problems. Individuals may become addicted to gambling, leading to financial difficulties, relationship breakdowns, and decreased productivity. Furthermore, illegal gambling can facilitate money laundering, organised crime, and other illicit activities, posing a broader threat to public safety and national security. By promoting responsible gaming practices and supporting regulated operators, we can mitigate these risks and create a safer environment for those who choose to gamble.

To combat this, the Department is looking at strengthening its enforcement efforts and collaborating with law enforcement agencies to identify and disrupt unlicenced operations. This proactive approach enables Government to protect the public and ensure that our licensed operators can compete fairly in the market.

Furthermore, we are working closely with lawmakers to refine and clarify legislation governing the industry. By addressing legislative gaps and overlaps, we’re creating a more streamlined and effective regulatory environment that supports the growth of the industry while protecting the public interest. Through these efforts, we’re building a robust and sustainable framework for the Lotteries and Gaming Fund, one that promotes responsible gaming practices and supports the well-being of our communities.

Future Plans

To address some of the experienced challenges and maximise the benefits of the Lotteries and Gaming Fund, the department has developed strategic objectives. One of the key objectives is acquiring business and regulatory intelligence to monitor the lotteries and gaming market. This will enable the department to identify trends and patterns in the industry, making it easier to regulate and ensure that the industry operates fairly and transparently.

Another strategic objective is promoting responsible gaming. The department recognises the potential risks associated with gaming, including addiction and financial instability. To mitigate these risks, the department will promote responsible gaming practices, including education and awareness campaigns. This will help to protect players and promote a culture of responsible gaming.

The department’s third strategic objective is stewardship of the Lotteries and Gaming Fund. The department is committed to supporting community development projects through transparent and strategic allocation of gaming revenues. This will ensure that the benefits of the gaming industry are shared equitably among stakeholders, including local communities.
