Title deeds digitalisation launch imminent

The digitalisation and securitisation of title deeds is now at an advanced stage with President Mnangagwa set to launch the new documents soon, deputy chief registrar for Deeds, Companies and Intellectual Property Ms Elizabeth Nyagura said at the National Real Estate Day commemorations yesterday.

The documents will help the Second Republic curb cases of fraudulent forging, issue and use of title deeds.

“As the Deed’s Office, we are also happy to be part of the National Real Estate Day. Our mandate is to provide easily accessible but also secure property rights to our citizenry. These easily accessible property rights can only be accessible if we digitalise our processes,” she said.

“Currently, our processes are manual, but we have gone a step further to make sure that we have automated our processes. Our developer has completed the development of all the processes for registration of property rights, and the system is currently going under what we call testing.”

The digitalisation of title deeds, Ms Nyagura added, would curb fraud in the property sector.   

“We would also want to make sure that the property rights that we are offering to our citizenry are secure property rights, because some people are having their properties fraudulently sold, and some may also have fraudulently acquired title deeds,” she said.

“And now we have gone a step further to make sure that the title deeds that we are now going to offer have security features, watermarks and QR codes among other features, and these title deeds won’t be easily duplicated by any fraudsters.”

Those already in possession of title deeds, Ms Nyagura added, will undergo a validation exercise that will see their papers being digitalised.

Justice, Legal and Parliamentary Affairs Deputy Minister Nobert Mazungunye said real estate development did not only improve the quality of life, but also promoted economic prosperity.

“As we strive towards Vision 2030, the real estate industry is embracing sustainable practices and greenhouse technologies to promote efficient resource use and minimise environmental impact,” he said.

“This innovative approach is key to ensuring that future generations have access to affordable housing and a resiliently built environment essential for social stability and economic cohesion.”
