In summons filed at the High Court, Rondev and Sally Mugabe Housing Co-operative entered an agreement for the development of Acorn Estates in Goromonzi.
The land measured 760 hectares and payment for the town planning services was to be made in the form of 18,1 hectares of residential land.
The other three co-operatives bound themselves as parties to the principal agreement before benefiting from the town planning services.
Rondev discharged its obligations in terms of the agreement.
It submitted a detailed layout plan proposal to then Ministry of Local Government, Public Works and Urban Development.
The plan was approved on June 16 2005.
Zvakatanga Sekuseka, Ivhu Inhaka Yedu and Highlands were allocated 580, 338 and 126 stands at Acorn Estates respectively after Rondev had done the town planning work.
In monetary terms, Sally Mugabe owes Rondev US$33 760 in outstanding fees.
Zvakatanga Sekuseka is indebted to Rondev to the tune of US$92 725, Ivhu Inhaka Yedu US$50 400 and Highlands US$20 160.
The co-operatives are yet to respond to the application.
Rondev says it afforded the cooperatives ample time since 2003 to pay the balances but they chose not to honour the debts.
