RUSSIAN Foreign Ministry statement regarding the strikes by armed units of the Kiev regime against the Russian civilian population
In the early hours of May 22, 2026 Ukrainian Armed Forces launched a bloody drone attack on the academic building and dormitory of a college of the Lugansk Pedagogical University in Starobelsk, the Lugansk People’s Republic.
It became yet another glaring manifestation of the Nazi and terrorist essence of the Kiev regime which deliberately attacks civilians and does not hesitate to cold-bloodedly kill children.
The Zelensky junta and its Western sponsors supplying the Ukrainian Armed Forces with weapons to use in committing crimes against our people have shown to the whole world their rude disdain for the norms of international humanitarian law.
They are openly trampling upon the Geneva conventions of 1949 and their additional protocols that regulate the protection of the civilian population during conflicts, the 1989 Convention on the Rights of the Child and some other prominent international acts.
All this has exhausted our patience. In this situation, the Armed Forces of the Russian Federation are beginning to launch consistent and systemic strikes at enterprises of the Ukrainian defence industry in Kiev, including specific facilities for designing, manufacturing and programming drones and preparing them for operation. The Kiev regime uses these drones with the assistance of NATO specialists who supply components, provide reconnaissance and target acquisition data. The strikes will target decision-making centres and command posts.
Due to the fact that the above-mentioned facilities are scattered across Kiev, we are notifying foreign citizens, including the personnel of diplomatic missions and international organisations of the need to leave the city as soon as possible. We are urging residents of the Ukrainian capital not to approach facilities of the military and administrative infrastructure of the Zelensky regime.

Vladimir Zelensky is boasting about the precision strikes of the Ukrainian armed forces and publicly sets new terrorist targets for them. He is acting openly, which finds a ready support from his Western allies who openly urge the Kiev regime to carry on.
The Ukrainian soldiers used UAVs supplied by NATO countries to commit a cold-blooded mass murder of teachers’ training college students in Starobelsk (LPR). Those kids dreamt of becoming teachers and passing down their knowledge to younger generations. They had their whole lives ahead of them.
The Kiev neo-Nazis treacherously took the lives and dreams of these kids and essentially those of their loved ones, too. They did it in cold blood, striking the same spot intentionally in three waves, using 16 fixed-wing UAVs. They knew very well who they were hitting. The operators saw the target; Ukrainian commanders and the Kiev regime’s political leadership were fully aware of their chosen target. They chose to murder kids.
At the time of the enemy drone raid, there were 86 people in the college building and the dormitory. Twenty-one people were killed. Another 44 people – mostly students, including 16 minors aged 15 to 17, sustained injuries. The overwhelming majority of the victims were students aged 15 to 22.
The executors of that horrific crime intended to level the college to the ground and eliminate as many people as possible. Even during relief efforts, they made at least 15 attempts to attack first responders.
But that wasn’t enough for Kiev. They immediately included nine teachers from this college in the database of the notorious extremist website called Myrotvorets on accusations of alleged “genocide of Ukrainian people.”
The college strike was not a coincidence. The drones did not lose their trajectory, nor were they averted by radio electronic warfare. There were no military targets around the dormitory of the teachers’ training college. There were no facilities associated with intelligence. Those who organised the terrorist attack and issued the respective order knew very well what consequences that hideous attack would bring and that it could be qualified as a war crime.
That atrocity is a compelling demonstration of the fact that Zelensky’s neo-Nazi regime feels its impunity and absolute favouritism from all NATO curators. No conflict-related international humanitarian law applies to it – neither the 1949 Geneva Convention nor supplementary protocols to it that regulate the protection of civilians in conflict, nor the 1989 UN Convention on the Rights of the Child, nor any others. The Kiev regime defiantly ignores them, as do its Western curators.
The fact that the EU and NATO leaders cynically swept that terrorist attack under the rug and even consciously distorted facts speaks for itself. Ukrainian authorities essentially received free rein from the EU and NATO leaders, along with money and weapons.
The collective Western majority must realise that those children’s blood is on their hands because they supply weapons, aim guns, and finance the Kiev regime. They are using all this against civilians and children. They are essentially accomplices in these crimes.
It is becoming more difficult to deny and sweep Kiev’s child murderers’ atrocities under the rug. We will do all we can for the global community to learn the truth about the inhumane nature of Zelensky’s regime.
