THE Government is finalising a multi-million dollar agreement with an investor to redevelop the Elephant Hills Golf Course in Victoria Falls, a move set to boost tourism, modernise infrastructure, and create jobs under the National Development Strategy 1 and upcoming NDS 2.

Local Government and Public Works Minister, Daniel Garwe, confirmed the deal in an interview in Victoria Falls recently, saying the project will transform the world-renowned 18-hole par-72 championship course into a premier 24-hour hospitality destination.

The development includes the construction of state-of-the-art villas and modern infrastructure, drawing inspiration from top global golf estates such as Leopard Creek in South Africa and Pebble Beach in the USA.

“We are working with investors who want to modernise the golf course and put up housing infrastructure to augment existing services at Elephant Hills. In a couple of weeks, you will find us on the ground with the investors,” said Minister Garwe.

Elephant Hills is famous for its unique wildlife experience, where players share fairways with roaming elephants, zebras, and warthogs, with the spray of Victoria Falls as a backdrop.

However, much of its infrastructure has aged and now requires urgent upgrading.

The project is expected to generate hundreds of construction jobs and permanent positions in hospitality and golf management, directly supporting the Government’s employment creation agenda.

Meanwhile, Minister Garwe issued a stern warning to local authorities against imposing prohibitive licensing fees that stifle investment.

He reiterated a binding Government directive to ease the cost of doing business, urging citizens to report non-compliant councils.

As Zimbabwe pursues a tourism resurgence post-Covid-19, the Elephant Hills deal signals strong investor confidence in the Second Republic’s policies, positioning Victoria Falls as a top destination for both wildlife tourism and luxury golf real estate.
