ZACC officials in court over alleged extortion and unlawful detention

Two officials employed by the Zimbabwe Anti-Corruption Commission (ZACC) have appeared in court facing charges of criminal abuse of duty as public officers and unlawful detention.

Brian Munyaradzi Kombora (32) and Terrence Manatse (34) appeared before the Plumtree Magistrates’ Court following their arrest on allegations of extortion-related offences, according to a statement issued on Tuesday by the National Prosecuting Authority of Zimbabwe (NPAZ).

Prosecutors allege that on February 17, 2026, at around 8PM, Kombora — who was reportedly not on official duty — entered Zimbabwe Revenue Authority (Zimra) offices at Mphoengs Border Post and identified himself as a ZACC officer.

“He allegedly informed a 39-year-old ZIMRA supervisor that she was under arrest for an undisclosed offence and immediately placed her in handcuffs, while Manatse remained outside the premises,” the court was told.

The State further alleges that Kombora demanded money in exchange for the supervisor’s release. When she indicated that she did not have cash in her office, he allegedly escorted the handcuffed supervisor into another office occupied by two colleagues, locked the door from the inside and kept the keys.

“He is accused of ordering the three women to comply with his instructions while threatening their employment,” reads the statement.

Court papers indicate that a security guard became suspicious and alerted other security personnel. The officers reportedly unlocked the door from outside, gained entry and arrested Kombora at the scene. Manatse allegedly approached the officers and attempted to negotiate for his colleague’s release, resulting in his immediate arrest.

The two accused were each granted bail of US$100 and are expected to return to court on a date yet to be advised.

In its statement, the NPAZ said public office is a position of trust and stressed that where such trust is allegedly abused, the law will take its course without fear or favour, reaffirming its commitment to safeguarding institutional integrity in the fight against crime and corruption.
