development manager, was not formally charged when he appeared before Harare magistrate Ms Anita Tshuma who remanded him out of custody to April 30 this year on US$500 bail.
He was also ordered to report thrice a week at CID Frauds and not to apply for a passport until his case is finalised. Munondo, who is based at the Zesa National Training Centre in Belvedere was, among his duties, tasked with management of day-to-day affairs of the canteen.
The complainant in the matter is Zesa Holdings which is represented by its chief loss control manager Mr Never Mutenga.
The Zesa canteen in question caters for private accommodation meals and operates on a cash-based procurement system which entails withdrawal of large sums of cash to buy canteen requirements.
The canteen, which is run on a profit making basis, has a Parklane Branch Stanbic Bank account.
Munondo as head of the training centre was one of the signatories as well as an accountant.
The State says on several occasions between February 2010 and March 14 this year, Munondo withdrew cash from the canteen account purportedly meant for the purchase of beef at prices ranging from US$6,50 to US$7,50 per kg from Surrey Abattoir in Marondera.
After obtaining the money, it is alleged that Munondo would submit fake invoices purportedly obtained from Surrey to accounts section at the training centre to justify the purpose of the money he would have obtained.
In some instances he would not submit any invoices.
The offence came to light when Zesa Holdings group performance and audit section carried out an audit investigation after they became suspicious that the price of beef was US$7,50 from January 2010 to March 2012.
The State says it has since established that the invoices Munondo submitted were fake and at the time they were prepared beef prices were below US$5,50 per kg and never reached US$7,50 per kg.
Investigations also revealed that the training centre last purchased beef at Surrey in November 2009.
As a result of the misrepresentation, the State says Zesa forked out US$153 215 for buying beef instead of the Surrey price of US$69 425 30.
