Zifa boss’ spending unveiled

ZIFA president Cuthbert Dube was owed US$230 309 by the association as of December 31, 2012, a qualified audit report obtained by The Herald shows.
The report was qualified because of a number of issues including, but not limited to:
(a) Absence of authority to borrow from Zifa council
(b) Receipts of cost
(c) Proof of acceptance of payment or debt or both

The 2011 audit report was also not qualified and with the 2013 report not yet released, there are fears that today’s annual meeting, where audited financial reports will not be presented, is in conflict of the pillars governing the association.

Dube paid Emmanuel Chiwanda, a Commissioner with the Zimbabwe Anti-Corruption Commission who was also a member of the Ethics Committee that investigated Asiagate US$20 000 in 2012 alone.

He paid Chimwanda US$2 000 on March 16, 2012, US$8 000 on June 15, 2012 and US$10 000 on August 29, 2012.
Interestingly, while the audit notes payments made to Chimwanda, it also records payments that were made to the Ethics Committee by Dube of US$10 000 on August 29, 2012 and another US$10 000 on September 5, 2012.

A witness who came for the Asiagate investigations was paid US$1 500 for accommodation and allowances by Dube.
Board meetings chewed a lot of Dube’s funds with the Zifa president paying US$1 650, US$3 230 and US$1 200 for the meetings in 2012 while vice-president Ndumiso Gumede was paid US$450 for accommodation, meals and allowances.

The US$1 675 paid for Peter Ndlovu’s medical examinations, after the accident that claimed the life of his brother Adam, is also listed as part of what Dube is owed by the association.

An aide to Dube, T. Mapuranga, was paid US$2 800 for a trip to Mutare and it is also listed as part of the money owed to Dube by the association.
Dube also paid, according to the audit, for Masvingo province to hold their provincial meeting while W. Muchemwa of the province, was also paid an extra US$400.
