IN a significant move to address the country’s growing informal housing crisis, the Government has announced the signing of an implementation agreement between five key ministries and the Kwangu Ngakwami Presidential Title Deeds Trust.
The Ministry of Information, Publicity and Broadcasting Services reports that the agreement aims to spearhead the Presidential Title Deeds Programme, which plans to target an estimated 1.5 million residents living in informal settlements across the nation.
The primary focus of the initiative is to regularise these communities by prioritising critical infrastructure development, including sewer systems, roads, and water access.
The targeted areas under the programme include the high-density suburbs of Cowdray Park in Bulawayo, Caledonia, Southlea Park, and Hopley. These neighbourhoods, long plagued by a lack of basic services and insecure land tenure, will now be the focus of a concerted effort to bring them into the formal urban fabric.

The Kwangu Ngakwami Presidential Title Deeds Trust, a non-profit organization, will work closely with the participating ministries to facilitate the implementation of the programme, ensuring a collaborative and inclusive approach to the regularisation process.
This initiative is widely seen as a significant step towards addressing Zimbabwe’s longstanding informal settlement challenge and promoting sustainable urban development across the country.
