THE Zimbabwe National Roads Administration (ZINARA) last year disbursed ZWG9,5 billion to road authorities and the repayment of the Development Bank of Southern Africa (DBSA) loan, among other strategic obligations.
The repayment of the DBSA loan was reduced from US$65 million in 2023 to US$18 million, while Zinara further disbursed 1,7 million litres of fuel to all road authorities in 2025 in support of road maintenance activities nationwide.
Zinara confirmed the developments in a statement.
“The Zimbabwe National Road Administration closed the 2025 financial year on a strong footing, recording significant improvements in disbursements, operational efficiency, and financial reform,” it said.
“Total disbursements for the year amounted to ZWG 9, 5 billion, covering allocations to Road Authorities, repayment of the Development Bank of Southern Africa (DBSA) loan, and other strategic obligations. This represents a substantial increase from ZWG4,6 billion disbursed in 2024, showing Zinara’s enhanced revenue performance and strengthened fiscal discipline.
“In support of road maintenance activities nationwide, Zinara further disbursed 1, 7 million litres of fuel to all road authorities in 2025, representing an 88 percent uptake rate against the budgeted two million litres.
“Fuel was released through a structured quarterly disbursement programme designed to ensure operational continuity for road authorities. While this figure reflects a slight decrease from the 1,9 million litres disbursed in 2024, it nevertheless enabled sustained equipment operation and project execution across the country.”
According to Zinara, the budget execution across road authorities remained robust, with an overall financial budget utilisation rate of 97 percent, reflecting prudent planning and effective use of allocated resources.
A total of 72 road authorities achieved 100 percent budget utilisation, while five provinces closed the year at full budget utilisation.
