The Zimbabwe National Road Administration has introduced flexible payment terms for motorists who are in arrears in terms of vehicle licences.
The initiative is designed to assist motorists with over five terms arrears in licensing fees and penalties amounting to a minimum of US$400 who are interested in bringing their vehicle licensing up to date.
The offer is available at all ZINARA licensing offices nationwide, beginning October 15 2025 until December 15, 2025.
“ZINARA is pleased to announce the introduction of a flexible payment plan option for our licensing customers who are in arrears and would like to start clearing their balances,” the roads authority said.
“This initiative is designed to assist customers with over five terms outstanding licensing fees and penalties at a minimum of US$400 who are interested in bringing their vehicle licensing up to date. The facility is also open to pensioners owing any amount for
arrears above the five terms.
“This offer is available at all ZINARA licensing offices nationwide, beginning October 15 2025. The outstanding arrears and penalties will be settled over three sequential terms, in addition to the payment of the customer’s current licensing fee or exemption renewal
in each term.”
For arrears for the first term, a motorist is required to pay the current fee plus 40 percent of arrears and penalties, while for the second term, it is also the current fee plus 35 percent of remaining arrears.
For the third term, motorists will pay the current fee plus 25 percent of arrears.
“Interested motorists are required to visit any ZINARA licensing offices nationwide with a copy of their identification cards, vehicle registration book in their name, and if the vehicle isn’t in their name, a valid agreement of sale is needed, as well as proof of
residence,” read the statement.
“Clients who default during this period will be delisted from the plan and will not be eligible to return to the plan. This offer will last until December 15 2025.
“Clients already on the plan will then continue to clear their arrears into next year.”
In July, the Government threw its weight behind Zinara’s initiative to licence one million vehicles by the end of this year, describing the target as a major step towards improving compliance and mobilising resources for road maintenance and rehabilitation.
As of the end of 2024, Zimbabwe had 827 000 licensed vehicles out of an estimated 1,3 million vehicle population.
Zinara aimed to close the gap through a multi-pronged strategy including increased enforcement at tollgates, targeted vehicle licencing operations and strategic partnerships with local authorities.
