Zimpost Seke-Chitungwiza branch’s postal clerk and postman yesterday appeared in court facing allegations of swindling Zimbabwe National Road Administration (ZINARA) of US$60 000 collected from sales of vehicle licences. Cosmas Makoni (30) of Zengeza 2 and Munyaradzi Ngoni (30) of Unit D, Seke, Chitungwiza, appeared before Harare magistrate Mr Donald Ndirowei, facing fraud charges.
The pair was remanded out of custody to July 15 on US$200 bail each.
The court heard that Makoni’s duties included counter operations, accepting bank deposits, withdrawals and selling vehicle licences.
Ngoni was responsible for delivering mail and sometimes assisting Makoni with his duties.
Prosecutor Mr Sebastian Mutizirwa alleged that sometime in September last year the pair connived to defraud ZINARA.
It was alleged that between September 23, 2013 and June 2, 2014 the pair targeted vehicle owners with vehicle licence arrears.
The court heard that the pair allegedly created fictitious number plates for vehicles with licence arrears in the computer system.
It was alleged that Makoni and Ngoni would transfer the arrears to the falsified number.
As a result, the original number of the vehicle would remain without arrears, the court heard.
It was alleged that the pair then sold the vehicle licence disc to the vehicle owners on the pretext they were new.
The offence came to light on June 2, this year when an audit was carried out by ZINARA leading to the arrest of the pair.
ZINARA was prejudiced of US$62 703 and nothing was recovered.
