Draft, national report for stakeholders’ conference

ZANU-PF’s Politburo yesterday resolved that the national report be published and accompany the Copac draft to the Second All Stakeholders’ Conference.
This, the party said, was the only way the generality of Zimbabweans could compare what they said during the outreach with what is in the draft.
Zanu-PF national spokesperson Cde Rugare Gumbo said the the party’s supreme decision-making body outside congress had reiterated its commitment to seeing the Constitution-making process completed.
He said GPA principals were still to deliberate on the draft to find consensus rather than deadlock.
MDC-T leader Mr Morgan Tsvangirai was recently quoted as saying he was amenable to discussing the draft.
Cde Gumbo said the principals would meet soon to discuss the draft before the Second All Stakeholders’ Conference.
“We have said as a party that we will go to the Second All Stakeholders’ Conference with the Copac draft, but the national report should be printed before the stakeholders conference so that everyone can have a copy and compare with the Copac draft,” he said.
“We are saying the new Constitution should fully take into account the issues that we raised. If the MDC formations endorse the draft as it is, we will ask the people who will be present to compare with the national report.
Blitz nets 308 touts

POLICE in Harare yesterday arrested 308 rank marshals as they intensified a blitz to restore sanity at ranks.
Pirate taxis were not spared.
Harare City Council immediately announced it was ready to move in and control the ranks, while kombi operators applauded the clean-up.
By mid afternoon, there was order at the ranks with passengers also praising the clampdown.
Police confirmed the arrest of the touts, saying some of them were still assisting with investigations.
Police spokesperson Chief Superintendent Oliver Mandipaka yesterday said: “Where there is breakdown of law and order, we have a legal and moral obligation as a force to ensure that there is order.
“The exercise is basically to check and trace criminal records of some of these touts.”
Council said it would immediately move in to take charge of the ranks, while kombi operators pledged to work with council.
The touts and marshals are “runners” for a shadowy group known as “Mandimbandimba” that controls kombi ranks and charges operators extortionate fees for carrying passengers.
They charge US$3 per trip amid reports that the operators were losing up to US$20 000 daily to the syndicate.
Said city spokesman Mr Leslie Gwindi: “We are moving in with immediate effect.”
Mr Gwindi said the situation had deteriorated because council had no capacity to handle the touts.
“We did not have the capacity that the national law enforcement has. We were outnumbered. We are seconding our staff to work with the national police,” he said.
PM’s wedding to go ahead, but . . .

MS Locardia Karimatsenga Tembo’s bid to stop Prime Minister Morgan Tsvangirai and his fiancée Ms Elizabeth Macheka’s wedding hit a snag yesterday after the High Court threw out her injunction.
After the judgment, Ms Karimatsenga’s lawyers filed an objection with Harare provincial magistrate Mr Munamato Mutevedzi who granted PM Tsvangirai a marriage licence.
Mr Everson Samukange confirmed the development last night, saying the magistrate had already received the objection.
“We have sent the objection to the magistrate. As we speak, the objection is now before the magistrate and he is obliged to conduct an inquiry on whether or not there is any impediment.
“Our position is clear, there is surely an impediment,” he said.
The High Court ruling means Mr Tsvangirai’s wedding — slated for Saturday at Raintree Lodge in Umwinsidale, Harare — proceeds as scheduled unless there are other developments.
Ms Karimatsenga, who insists she is still married to Mr Tsvangirai, filed the injunction last week to stop the wedding.
Justice Antonia Guvava, however, threw out the injunction on the basis that Ms Karimatsenga rushed to the High Court before exhausting remedies provided for in the Marriages’ Act in cases where one party has an objection.
She ruled that Ms Karimatsenga could have lodged her objection with the magistrate who issued a marriage licence to Mr Tsvangirai and his bride-
