Buhera RDC substantive CEO appointed

LOCAL Government and Public Works Minister, Honourable Daniel Garwe has appointed Mr Ishmael Jachi as the new, and substantive Buhera Rural District Council chief executive officer.
The appointment follows an extensive recruitment process to replace Dr Emily Chibvongodze, who retired two years ago.
Buhera RDC chairman, Alderman Thomas Matsenhura confirmed receipt of the ministry’s communique, and said the council will convene a meeting tomorrow (Wednesday) to formally adopt the appointment.
He said the ministry has concluded its search and has selected Mr Jachi, whose experience in local‑government administration makes him well‑suited to lead Buhera forward.
“Yes, we received the letter from the ministry advising us that Minister Garwe had made the appointment. We are convening a full council meeting tomorrow to adopt the letter of appointment. Thereafter I will be able to give you the finer details,” he said.
The letter, written by Administrative Officer, Mr Munyaradzi Motsi, also clarified that the Assistant Buhera District Development Coordinator, Ms Patience Dhinda, who has been acting chief executive officer for the past few months, will now revert to her substantive office to allow Mr Jachi to take over.
“This letter serves to inform you that, in an internal memorandum dated January 7, 2026, and in line with Section 66 (3) of the Rural District Councils Act (Chapter 29.13), the Minister of Local Government and Public Works approved the appointment of Mr Ishmael Jachi as the substantive chief executive officer for Buhera Rural District Council. If Mr Jachi does not take up the post, then the post shall be offered to Mr Brian Matare, and if he does not take it up, then it shall be offered to Mr Promise Ngani.
“Concerning the acting chief executive officer, it was approved that, once the chief executive officer is appointed, she shall facilitate the handover/takeover process with immediate effect,” read the letter, which was also copied to Buhera District Development Coordinator (DDC) Mr Freeman Mavhiza.
Mr Jachi has long service in the public sector, having worked in the Ministry of Transport and Infrastructure Development, the Office of the President and Cabinet, Ministry of Higher and Tertiary Education, and Ministry of Health and Child Care.
At local authority level, he has served at Rusape Town Council and Zvimba Rural District Council.
Before joining Buhera as the human resources and administration officer, he was with Manicaland State University of Applied Sciences (MSUAS).
