BULAWAYO Mayor Councillor David Coltart has demanded a total ban on burning garden refuse and bushes, warning of stiff fines for anyone flouting the bylaw.
The call comes after a horrific fire on Tuesday afternoon destroyed a house and property in Burnside worth an estimated US$500 000. The blaze reportedly started when occupants were clearing thickets in preparation for building a new home at stand 244 Arnold Way. Chief Fire Officer
Mhlangano Moyo said the flames quickly spread out of control, engulfing the house while the owners were away on holiday in Switzerland.
Cllr Coltart, whose jurisdiction covers Burnside, a high-risk fire zone, said the city’s existing bylaw under Clause 31 on Maintenance of Premises is too narrow. The bylaw currently forbids burning weeds, rubbish, or other offensive matter to cause a nuisance.
“These rules are not wide enough. I have already asked for a review of our fire hazard regulations. We need to ban all burning of garden refuse and bush and make penalties much tougher,” said Cllr Coltart.
The mayor urged residents to embrace composting instead of burning. “Most of what is burned can be turned into superb compost for growing vegetables. We need to add value to our refuse rather than destroying property and endangering lives,” he said.
The Burnside fire has renewed calls for stricter enforcement and a review of the city’s fire safety laws, highlighting the need for immediate action to protect residents and their property.
