HARARE City Council Ward 2 Councillor Blessing Muroiwa conceded yesterday Council had failed to properly deliver services to residents amid revelations that operations have been marred by chaos.
This admission comes at a time when Council has said that at least 26 000 residential stands in Harare are suspected to be ghosts as no one has physically occupied the stands.
Muroiwa is also the chairperson of the Education, Health, Housing and Community and Licensing Committee. Testifying before the Commission of Inquiry into the financial affairs and operations of the Harare City Council dating back to 2017, Councillor Muroiwa said the Council failed to provide decent services to the residents and the Government had to chip in.
“We are not adequately performing our duties when it comes to the regularisation of stands and service delivery in general,” Muroiwa said.
“The allocation of stands and houses has been overtaken by events that must be corrected so the whole situation has now become chaotic. “In terms of refuse collection, I might say that we are at 30 percent because we are collecting refuse at least twice a month in some areas so that shows we are doing something as Council.
“However, some of the illegal dumpsites that are mushrooming in the CBD are an act of irresponsibility of the residents themselves.”
Chairperson of the Commission Retired Justice Cheda adjourned the hearing to October 9.
