China expecting more non-communist senior officials

The circular carrying the landmark guideline was issued in late February by the CPC Central Committee, while its full text remains unavailable on the Internet so far.
Official statistic shows that about 32 000 non-CPC members worked as senior officials of county or above-county level in various levels of government, legislatures and judicial authorities by the end of 2010. — Xinhua.
