China expecting more non-communist senior officials

In addition, the statement specified the goals of having more non-communist elites to serve as senior leaders within the legislature, political consultative bodies, courts and procuratorates at various levels. It also pledged to put in place training, supporting and supervisory mechanisms as well as institutional arrangements to safeguard the implementation.
The circular carrying the landmark guideline was issued in late February by the CPC Central Committee, while its full text remains unavailable on the Internet so far.
Official statistic shows that about 32 000 non-CPC members worked as senior officials of county or above-county level in various levels of government, legislatures and judicial authorities by the end of 2010. — Xinhua.
