Chipinge Ward 5 seat declared vacant after incumbent’s death

THE Zimbabwe Electoral Commission (ZEC) has declared Ward 5 under Chipinge Rural District Council vacant following the death of its long-serving representative and war veteran, Alderman (Retired Major) Phibeon Machuwaire.

Cde Machuwaire, of the ruling Zanu PF, died last month at the age of 73, was a respected figure in both military and civil service circles, having retired from the Zimbabwe National Army (ZNA) in 2001, and got elected into public office the following year.

For over two decades, he served the people of Mutema-Musikavanhu constituency with unwavering dedication, and was known for his strong leadership in local governance.

At the time of his death, Machuwaire held the position of chairperson for the Chipinge RDC administration and human resources committee.

He played a key role in formulating personnel policies, improving local governance, and overseeing council staff welfare.

His loss has been described as a significant blow to both the local authority and the broader community.
In an official notice, ZEC election officer Mr Simbarashe Tongayi confirmed the vacancy of the Ward 5 seat together with Ward 34 of Masvingo Rural District Council, following the death of the incumbents.

“The commission has received official notification of the vacancies, and we are proceeding in accordance with the provisions of the Electoral Act.

The Nomination Court will sit on Thursday, May 15, 2025 to receive nominations from interested candidates seeking to fill the vacant positions,” said Mr Tongayi.

He also announced that the by-elections for both wards will be held on Saturday, 14 June 2025.
The by-election in Chipinge Ward 5 will likely to attract significant attention, particularly from the ruling ZANU-PF seeking to retain it.

ZEC has urged political parties and candidates to observe peaceful campaign practices and ensure compliance with electoral laws throughout the by-election period.
