The bail ruling in the case in which Harare Town Clerk Hosiah Chisango and the principal contracts administrator Artwell Mandaza are facing fraud charges has been deferred to Wednesday.

The charges are emanating from a Harare City Council US$9,2 million street lights tender.

Chisango and Mandaza appeared before Harare magistrate, Mrs Marehwanazvo Gofa.

During the duo’s initial appearance, the State led by Mr Lancelotte Mutsokoti opposed bail saying the two are a flight risk and were likely to interfere with witnesses.

In opposing bail, Mr Mutsokoti called witness and investigating officer, Mr Owen Mutembwa.

Mr Mutembwa said Chisango is familiar with the witnesses as he works with some of them and could disrupt investigations.

He also said Chisango attempted to conceal some of the tender documents.

During interviews with investigators, Mandaza is said to have produced documents from a file he allegedly took.

“I have reasonable suspicion that Mandaza knows where the missing file is,” he said.
