Council officials pleaded not guilty to three counts of contravening the EMA Act when they appeared before the EMA board.
The local authority was convicted after failing to defend its conduct of allocating stands in wetlands, improper disposal of sewage and uncontrolled waste management.
Council is accused of discharging raw sewage into the city’s river systems such as Mukuvisi and Manyame.
Stands that were said to have been allocated in wetlands include land close to the National Sports Stadium for hotel construction, in Chisipite and Budiriro.
EMA ordered council to submit a plan to rehabilitate all malfunctioning sewerage plants to stop the discharge within a month.
“Attend to all sewerage burst in all residential areas within 24 hours,” EMA said. “Ensure regular removal of sludge from all sewerage plants and ponds and submit a monthly progress report to the Agency by January 31.”
Council is also required to publish in the Press and city council public notice boards a waste management plan which outlines dates and time for refuse collection by January 31.
