Council struggles to ensure effective service delivery

BULILIMA Rural District Council has admitted that it is struggling to deliver adequate service and blamed the development on poor revenue collection. According to the local authority’s latest council report, only $522 815, 61 out of a budgeted $1 315 248 was collected in tariffs from villagers and ratepayers last year.
The reports states that the council was lagging behind in the provision of health, education and housing services.

“There is uneven development within the district in terms of social services provision such as health and education. The rural health centres are in bad shape as the infrastructure is deteriorating each day. These facilities urgently need face lifting with the exception of Masendu, which was opened in 2007,” read the report.

According to the council’s financial statement for 2012 the local authority had a deficit of $792 000.
“Council only managed to collect 39,75 percent of last year’s total budget. As a result the local authority is having difficulties in ensuring effective service delivery as rate payers are not up to date with payments,” read the report.

The report also indicated that housing delivery was poor because people had to wait for two years to have their stands pegged.
“The roads department is disorderly and ineffective as dates of pegging stands and dates of payments do not tally. Some clients who made payments had their pegging done after eight months which indicated the service delivery was poor. Some stands notably took three years to be pegged,” read the report.

A concern was also raised in the report that there was disorder in the road department as their application register was in shambles.
