Councillor forcibly parks vehicle at police post

The councillor is also being accused of swearing at police officers.
The incident was yesterday confirmed by the officer commanding police in Victoria Falls District, Chief Superintendent Jairos Chiona.
He said Kudakwashe Piers Shumba (39) of house number 126A Ingagula in Hwange and employed by the Zimbabwe Power Company was arrested at the weekend and is facing charges of disorderly conduct.
“Shumba arrived at a police base in Chinotimba driving a vehicle and was in the company of three friends. He proceeded to park his vehicle close to the police base in a manner that disrupted police operations at the base,” said Chief Supt Chiona.
He said police officers manning the base and unaware of his political standing approached him and requested that he move his car as it was disrupting their operations.
Chief Supt Chiona said Shumba refused to comply with a lawful order, arguing that it was a public area and as a councillor he had every right to park anywhere he wanted to.
“Shumba identified himself to the police as an MDC-T councillor for Ward 15 in Hwange. He said the police base was not a structure but a kiosk and because of that he had a right to park anywhere near that kiosk.
“The officers warned him about his utterances but he continued swearing at the officers resulting in the constables he was disrespecting arresting him for public disorder,” said Chief Supt Chiona.
