THE Zimbabwe Rugby Union have ushered former vice-president Colleen de Jong back into the fold as the organisation’s chief executive. Barely a fortnight after having acknowledged they violated the ZRU Constitution by appointing De Jong as both vice-president and chief executive, ZRU leader John Falkenberg and his executive have roped the administrator back into their structures.
Sifiso Made is the general manager.
“Colleen will remain with the ZRU in her role as executive director/CEO,” read a report by Falkenberg.
According to the ZRU constitution, the general manager shall be part of the secretariat and will also be part of the national board without voting powers and is responsible for the day-to-day running of the affairs of the organisation.
Section 29 of their constitution reads: “There shall be a Secretariat to run the day-to-day affairs of the ZRU with the guidance of the National Executive Committee.
“The Secretariat shall consist of a General Manager and any other members of staff that may from time-to-time be appointed by the National Executive Committee.
“The Secretariat shall perform functions on behalf of ZRU as guided by the constitution, organisational policies and objects of ZRU.”
The constitution is silent on the position of a chief executive although, legally, the ZRU can argue that “any other members of staff” empowers them to appoint such an official into the administrative structures of the game.
