GOVERNMENT is strengthening performance management systems as it moves into full implementation of the National Development Strategy Two (NDS2).
Officially opening a two-day KPIs handbook validation workshop in Mutare, Policy Coordination Deputy Chief Secretary, Dr William Manungo, said the focus is now on accountability and measurable results.
“Full implementation of NDS2 demands a results-based approach anchored on clear, measurable indicators. We must ensure that every programme delivers tangible outcomes that improve the livelihoods of our people,” he said, adding that the initiative is critical in aligning Government programmes with Vision 2030, while monitoring, evaluation and learning remain key pillars in assessing policy impact.
Dr Manungo said Government is developing a consolidated National KPI Handbook to standardise performance indicators across Ministries, Departments and Agencies.
“The handbook will ensure consistency in definitions, data sources and reporting. Lessons from NDS1 showed that lack of a unified KPI framework weakened data reliability,” he said.
He added that indicators have been streamlined to fewer than 50 high-impact KPIs.
Dr Manungo urged Ministries to allocate 10 percent of budgets to monitoring and evaluation, saying strong data systems will drive effective service delivery.
