Govt cracks down on councils’ spending on workshops

LOCAL authorities have been directed to minimise participation in non-essential workshops and conferences, with the Government warning against the misuse of scarce resources on events that do not improve service delivery.

In a statement, Permanent Secretary for Local Government and Public Works John Basera said authorities must prioritise service delivery amid mounting financial constraints, including depressed revenue collection.

“It has been noted with concern that some institutions and entities are organising workshops and conferences targeting local authorities primarily for fundraising purposes,” said Dr Basera.

He said such activities place an unnecessary financial burden on councils at a time when resources should be channelled towards core operations and improving services.

“Considering the current challenges facing local authorities, particularly depressed revenue collection and the need to prioritise efficient service delivery, it is imperative that available resources be directed towards operational and service delivery-related activities,” he said.

Dr Basera instructed local authorities to limit attendance at events that do not directly contribute to improved service delivery standards.

He also warned against arrangements by third-party entities that require councils to incur costs such as purchasing tables, paying conference fees and covering accommodation expenses without delivering tangible benefits.

“Local authorities should not support or tolerate arrangements by third-party entities requiring the purchase of tables, payment of conference fees, accommodation costs and related expenditures which offer limited or no tangible value to service delivery outcomes,” he said.

The directive, he added, will remain in force until further notice.
