Gwanda RDC enhances service delivery with new equipment

GWANDA Rural District Council (RDC) has successfully acquired a new batch of equipment to enhance service delivery and support modernisation initiatives in line with the National Development Strategy 1 (NDS1) and Vision 2030.

The new additions include 27 motorbikes for councillors, a backhoe loader, and a tipper truck, with a combined value of US$173,075, purchased using council funds.

The official commissioning of the new equipment took place last week, with the Deputy Minister responsible for local authorities and traditional leadership, Albert Mavunga, presiding over the ceremony on behalf of the Minister of Local Government and Public Works, Daniel Garwe.

Dep Min Mavunga emphasised that this achievement aligns with the Call to Action — No Compromise to Service Delivery blueprint, launched by President Mnangagwa in 2023. He added that the council’s efforts exemplify the principles of NDS1, demonstrating Gwanda District’s commitment to national growth and Vision 2030.

Minister Garwe, in his address, highlighted the importance of local authorities being proactive in revenue collection rather than solely relying on government or donor funding.

“You have shown unity and commitment by successfully implementing projects that focus on infrastructure development, which is key to improving service delivery,” he said.

The newly acquired motorbikes will enable councillors to better fulfil their mandate by allowing them to monitor developments in their respective wards more effectively. Minister Garwe stressed that the motorbikes are not for leisure but are essential tools for councillors to visit project sites, assess progress, and provide feedback to the council.

Minister of State for Matabeleland South Provincial Affairs and Devolution, Dr Evelyn Ndlovu, also spoke at the event, noting that it marked a significant milestone in the collective effort to improve service delivery and councillors’ mobility. She acknowledged the challenges hindering progress in local authorities, particularly the late disbursement of devolution funds, which has delayed many vital community projects.

“Gwanda RDC is one of the local authorities that has felt the impact of these delays, and it is imperative that we work together to address these issues,” Dr Ndlovu said. She called for a united effort to ensure that local authorities are equipped to fulfil their mandate and contribute to the achievement of Vision 2030.

Gwanda RDC Chief Executive Officer, Mr Ranganai Sibanda, stated that the new equipment would significantly improve service delivery and enhance the council’s visibility in the community. He acknowledged that the lack of equipment has made it difficult for the council to fulfil its obligations.

“The tipper truck and backhoe loader will help us meet our infrastructure development mandate. We are committed to improving the standards of living for community members,” he said.

“There is also concern regarding councillors’ mobility, as some have to walk over 20 kilometres to reach the furthest areas. The motorbikes will not only improve visibility but also enhance service delivery.”
