Mr Westcott was in Zimbabwe since Sunday as a follow-up on the re-engagement with Zimbabwe and paid a courtesy call on Vice-President Mujuru, Prime Minister Morgan Tsvangirai and the negotiators to the GPA.

“I must say since my last visit, a great deal of progress has been made by the inclusive Government,” he said.
Mr Westcott reiterated the discredited claim that the continued existence of the illegal sanctions against Zimbabwe was not meant for regime change.
“The EU has no regime change agenda at all.
“The only regime change we will accept is one that reflects the will of the people of Zimbabwe through a peaceful and transparent process,” he said.
He went on to cite Kenya as an example of how the EU would accept the outcome of a free election.
The EU and other Western diplomats were, however, accused of gross interference in the Kenyan election with Uhuru Kenyatta and his running mate William Ruto, who are facing crimes against humanity charges at the International Crimes Court, expressing their anger at their open support for main rival Raila Odinga.
