Joint bid to address housing delivery

Collaborative efforts between the Government and the private sector, particularly, banks and developers, have been critical in addressing the “continuously moving” housing deficit estimated at two million, National Housing and Social Amenities Minister Zhemu Soda, has said.

In an interview, Minister Soda said Government continues to reduce the housing backlog and is encouraging the construction of cluster homes and flats to optimise land use and provide affordable housing options.

This comes as demand for housing stands and agricultural land continues to spike, making vertical housing developments crucial to accommodate many home-seekers.

“Our strategy involves working closely with commercial banks, building societies, pension funds, and private developers,” said Minister Soda. “These stakeholders play a vital role in complementing Government efforts to deliver housing solutions to our people.”

Participation of the private sector has been instrumental in mobilising resources necessary for housing development.

Banks provide financial support that enables prospective homeowners to secure mortgages, while building societies and pension funds contribute to long-term housing projects.

Minister Soda said one of the most significant developments in the housing sector is the construction of cluster houses.

These housing units, which are being built in various urban and rural areas, are part of a broader strategy to address the housing backlog while maximising land efficiency.

“Cluster housing is a practical solution to our land constraints,” he said.

“By building upwards and in clusters, we can accommodate more families while ensuring that essential services are available.

“This approach not only addresses the immediate housing needs, but also promotes community living.”

Minister Zhemu noted that the cluster houses are designed to meet the standards set by the ministry, ensuring that residents enjoy safe and comfortable living conditions.

Ongoing projects include developments in Harare, Bulawayo, and smaller towns, which are expected to yield thousands of new housing units in the coming years.

Government initially set a target of completing 220 000 housing units by the end of 2025 as part of the National Development Strategy 1 (NDS1). However, after a mid-term review in 2023, this target was revised to one million housing units, reflecting the significant contributions from the private sector and Government.

By the end of October 2024, over 700 000 housing units had been completed.

“This figure includes fully serviced plots and completed homes, which demonstrate our commitment to alleviating the housing deficit,” said Minister Soda.
