LAND BARON DEVELOPS, SELLS 49 STANDS ON COUNCIL LAND

A LAND baron, who unlawfully developed and sold 49 stands in Crowborough, has been arrested and was yesterday dragged to court.

He has been running his criminal enterprise since 2016.

Voyage Dhambuza of Warren Park appeared before magistrate Dennis Mangosi yesterday.

The complainant is the City of Harare, which was represented by its director Housing Samuel Nyabezi.

The court heard that in 2016, Dhambuza formed a trust known as New Dawn Housing Pay Scheme in which he is the chairman.

The scheme has a membership of 49 people.

In 2022, Dhambuza allegedly identified an open space, which is Harare City Council land stand number 4273 in Crowborough, Harare, which measures 7,4 hectares.

He went on to invade the open space.

It is the State’s case that Dhambuza opened roads and pegged 49 residential stands measuring 300 square meters each and went on to allocate land to desperate home seekers without authority from Harare City Council.

He was warned by the City of Harare but turned a deaf ear and allowed the desperate home seekers to construct two houses, without the authority of City of Harare.

A report was made to the police.

Investigations revealed that the accused, through his trust, invaded Council land without authority contravening Section 24(1)(4) of the Regional, Town and Country Planning Act Chapter 29:12.
