LOSING candidate for the Zifa Southern Region chairmanship Musa Mandaza’s appeal against election results in which he lost to Andrew Tapela hit a brick wall after the association said he did not pay the stipulated $3 000 appeal fee.
Mandaza lodged an appeal on Wednesday last week challenging the outcome of the election that saw him losing to former Highlanders secretary-general Tapela, who polled 20 votes, while he got seven.
He argued that the electoral committee erred by allowing non-affiliate and non-eligible members to participate in the voting process.
“The former Southern Region chairman did not pay the requisite $3 000 appeal fee and even if he was to now, the appeal won’t be entertained because the one-week appeal time has since lapsed,” said the association in a statement yesterday.
According to the appeal papers, Mandaza said in terms of clause 10 of the Zifa constitution only delegates representing a member club in the Southern Region votes at a rate of one delegate per club.
He alleged the electoral committee allowed non-delegates from a certain club in the Southern Region to vote.
“The electoral committee erred by failing to disqualify candidates who ran for office while holding other positions in the lower structure/affiliate. Clause 7(iii) of the 2018 Zifa elections nomination form prohibits candidates who hold a position in the lower structure from running for higher office unless and until such a candidate resigns from their position upon submission of their nomination form,” part of Mandaza’s appeal read.
He wanted the results to be set aside and fresh elections held within 10 days of the appeals committee ruling.
