Mass transport system first

Analysts have implored Government to introduce a viable mass transport system “that gives road users an option” before setting up urban tollgates.

Zimbabwe Institute of Regional and Urban Planners president, Mr Percy Toriro said the matter was urgent as numerous hardpressed motorists were likely to stop using their vehicles if urban tolling was introduced. “We need a functional public transport system before tolling. We must introduce reliable bus and rail systems to give people an option.

“At the moment, a car in Zimbabwe is not a luxury, it is a basic necessity. It is therefore important to invest in a mass transport system that people can use,” he said.

Transport and Infrastructure Development Minister, Dr Obert Mpofu said Government was working towards introducing metro buses and superior train services.

“We were going to start with the Central Mechanical Equipment Department (CMED) and they are doing something about this matter. They have been instructed to go that route, though they are facing financial challenges,” Dr Mpofu said.

In 2014, Government said it would phase out commuter omnibuses in major towns and cities to help reduce congestion and improve the urban transport system.

A pilot project has been initiated, with metro buses plying certain intra-Harare routes. Rural and urban planner, Mr Nyasha Mutsindikwa agrees with the need to set up the urban tollgates.

“Money is needed to maintain the infrastructure in the cities. The idea will also control the number of vehicles that enter the CBD, thereby decongesting the city.

“In addition, the location of the tollgates should be carefully considered as the structures need not disadvantage other road users.”
