MASVINGO Province is introducing an execution tracker across Government sectors to monitor the implementation of resolutions adopted at the recently held 23rd ZANU PF National People’s Conference.
The move is aimed at translating political commitments into measurable development outcomes.
The initiative is expected to strengthen accountability in provincial development programmes by ensuring that conference resolutions are followed by concrete actions across Government departments and other institutions.
The announcement was made by Masvingo Provincial Affairs and Devolution Minister Ezra Chadzamira in a speech read on his behalf by his Deputy Director of Economics, Mr Kudzai Tarirai, during the official launch of the Strategic Grain Reserve (SGR) 200+ Club and the 2026/2027 summer cropping plan in Masvingo on Wednesday.
In his speech, Minister Chadzamira said the province had endorsed the resolutions adopted at the conference held in Chinhoyi, Mashonaland West Province, and was committed to ensuring their implementation.
“Masvingo Province proudly and fully endorses all the landmark resolutions passed at the conference,” he said.
“To ensure these policies translate into tangible outcomes, the Province will harmoniously implement an execution tracker across all sectors.”
The initiative, he said, would help bridge the gap between policy pronouncements and practical development interventions, with provincial authorities expected to coordinate implementation across different sectors.
Minister Chadzamira said the province’s development agenda remained anchored on the national vision of achieving Vision 2030 and building an US$8 billion agricultural economy.
“We were particularly inspired and reassured by the Conference resolution that His Excellency will continue to guide our nation,” he said.
“As the Champion of Democracy and the Architect of Modern Zimbabwe, His Excellency’s continued leadership guarantees that Masvingo and the nation at large remain firmly on course toward achieving Vision 2030 and realising an US$8 Billion Agricultural Economy.”
The execution tracker is expected to operate alongside a whole-of-Government approach involving the Provincial Development Committee, local authorities, traditional leaders, agricultural extension services, farmer groups and private-sector players.
Mr Chadzamira said the province was bringing these stakeholders together to ensure coordinated implementation of development programmes.
“To execute the SGR 200+ Club drive and overall summer plan, Masvingo Province is fully committing to a Whole-of-Government Approach,” he said.
He called on Government departments and development partners to move beyond planning and translate their commitments into measurable interventions.
“Translate today’s commitments into immediate, measurable actions. Identify priority wards, high-potential commercial farms, and vulnerable households; intensify farmer training; maintain water and irrigation infrastructure; and secure livestock feed supplies,” he said.
He also urged stakeholders to avoid duplication of programmes and address implementation bottlenecks, while calling on traditional leaders to mobilise communities and promote sustainable land and water management.
The initiative comes as Masvingo prepares for the 2026/2027 agricultural season amid forecasts of a potentially severe Super El Niño, which could bring below-normal rainfall and heightened food-security risks.
Mr Chadzamira said the province’s success would ultimately be determined by tangible results rather than policy announcements.
“Our ultimate success will not be measured by the speeches we make or the meetings we hold, but by the hectares productively planted, the metric tonnes delivered to the Strategic Grain Reserve, the livestock saved, the yields harvested, and the households whose food security is secured,” he said.
The effectiveness of the proposed execution tracker will depend on how implementation targets are established, progress is monitored and accountability is enforced across the province’s development structures.
