PRESIDENT Emmerson Mnangagwa has come up with a results-oriented Cabinet whose focus is on the implementation of high-impact targeted programmes and projects which are set to run from 2018 to 2020.
Speaking during his first meeting with heads of Government departments at Mhlahlandlela Government Complex in Bulawayo on Monday, Matabeleland North Provincial Minister Cde Richard Moyo said it was prudent for civil servants to co-operate with his office to promote development in the province.
He said President Mnangagwa has set up 100-day reviewable projects for departments to run for almost 18 months as he drives to ensure that the country attains middle income status in 12 years.
“The President has come up with a results-oriented Cabinet whose focus is on the implementation of high impact targeted programmes and projects which are set to run from 2018 to 2020. These programmes will be carried out in the 100 day implementation cycles,” he said.
“At provincial level, as provincial heads of Government ministries and departments, you are expected to transcend Cabinet mandate and directives. Accordingly, it is no longer business as usual and the focus is now on the delivery of results that will help to improve the livelihoods of all our people in the province and in the country as a whole.”
Cde Moyo said as President Mnangagwa’s representative in the province, he expected co-ordination between his office and experts who make up the provincial development committee for the betterment of people’s lives.
“There is great need for you and me to work together and foster one Government concept where all structures that is ministries, departments, parastatals, rural district councils and municipalities operate in a complementary manner,” said Cde Moyo.
He said his office would spearhead development as devolution takes centre stage.
Cde Moyo said the provincial minister’s office was no longer a political office as has been said by President Mnangagwa.
“My office will also be monitoring and evaluating the implementation of policies and programmes to ensure the attainment of national aspirations and objectives. I therefore, urge everyone of you to submit monthly, quarterly and annual reports to my office,” he said.
Cde Moyo said the reports should be submitted in his office on the 28th of every month after which he would conduct follow ups on the reports before briefing the President.
The civil servants welcomed Cde Moyo promising to work closely with him to develop the province.
They, however, expressed concerns over delays in the completion of the provincial offices in Lupane, Matabeleland North.
Matabeleland North Provincial Administrator Ms Latiso Dlamini said while it might seem as if the civil servants are reluctant to relocate to Lupane, the reality is that there was no accommodation for them.—@nqotshili
