He said this while giving oral evidence before a parliamentary portfolio committee on Higher Education, Science and Technology in Harare yesterday.
“The new policy is comprehensive, detailed and accurate on what needs to be done to improve science in Zimbabwe.
“The document has 53 sub policies with a chain of activities and mechanisms for evaluating progress. The difference between the old and new policies is that the latter had no specific mandate but this one is so clear and specific. It is very clear on national science objectives and it is inclusive,” he said.
Minister Dzinotyiwei said his ministry was under-capacitated making it difficult for it to carry out its national mandate of guiding and taking a leading role in science activities around the country and even at universities.
He said there were several incidences where the ministry is failing to just visit science universities to give presentations on science policy and other aspects on the subject.
