PARLIAMENT has pledged to expedite the release of funding for the completion of the Senga Flats housing project as Government intensifies efforts to provide affordable housing for civil servants under the Zimbabwe Human Settlements Policy.
Speaking during the Parliamentary Portfolio Committee on Local Government, Public Works and National Housing’s oversight visit to the project today, committee chairperson Dr Maxmore Njanji applauded the Second Republic’s commitment to delivering affordable housing.
“This oversight visit is being undertaken in fulfilment of Parliament’s constitutional mandate to exercise its oversight role and ensure that Government programmes are implemented efficiently, and transparently. Section 119 of the Constitution obliges Parliament to ensure that all State institutions and agencies are accountable to the people of Zimbabwe, while Section 141
requires Parliament and its Committees to facilitate public involvement in their processes. It is in fulfilment of this constitutional responsibility that the Committee has embarked on this nationwide verification exercise.”

Dr Njanji said the committee was assessing the implementation of Government housing and human settlements programmes under the Zimbabwe Human Settlements Policy, the Regularisation and Sanitisation Programme and Urban Renewal initiatives.
“The Committee is conducting these visits to assess the implementation of Government housing and human settlements programmes under the Zimbabwe Human Settlements Policy, the Regularisation and Sanitisation Programme and Urban Renewal initiatives. These programmes are central to the achievement of Vision 2030 and the National Development Strategy 2,
which seek to promote sustainable, inclusive and well-planned human settlements throughout the country.”
The Senga Flats project, which was started in 2022 and is being funded through devolution funds, is currently 40 percent complete and requires an additional USD 2.1 million to be fully completed.
The committee is on a seven-day nationwide oversight tour covering housing and settlement projects in Gweru, Lupane, Bulawayo, Harare, Epworth, Hopely, Churu, Marondera and Mutare, among other areas, to verify progress in the implementation of Government programmes.
