The Parliamentary Portfolio Committee on Mines and Energy said the 10-year jail term would not stop vandalism of electricity cables as long as the country allowed exports of copper.
Committee chairperson Cde Edward Chindori-Chininga said this on Monday when Energy and Power Development permanent Secretary Mr Justin Mupamhanga appeared before the committee.
Mr Mupamhanga said cable vandalism had continued to affect the power utility’s operations despite the existence of a 10-year jail term.
Said Cde Chindori Chininga: “Why should we allow copper exports when we are not mining copper?
“As long as the country allows copper to be exported when we are not mining it, where then do you expect it to come from?
“There is need for the Government to look at that seriously because the problem can persist as long as exports are allowed.”
Under the Criminal Law Amendment (Protection of Power, Communication and Water Infrastructure) it is a criminal offence for anyone to vandalise power, broadcasting and water installations across the country.
The law allows the police to detain suspects in such cases for up to 21 days before they appear in court.
Despite all these measures vandalism occurs.
Most of the vandalised equipment is trafficked to neighbouring countries.
There it is sold cheaply as scrap metal.
The law allows the State to confiscate and forfeit any equipment that is found in possession of the accused.
