State withdraws fraud charges against Muronda, Mashayamombe

The State has withdrawn fraud charges against Harare Deputy Mayor Rosemary Muronda and former legislator Shadreck Mashayamombe over allegations of illegally selling Harare council land.

The two appeared before Harare magistrate Mrs Jessie Kufa today.

They were represented by lawyers Mrs Devoted Ngagano and Mr Barnabus Kazembe.

Prosecutors withdrew the matter citing lack of evidence.

The complainant was Mavis Java, who is a farmer and director at Maja Logistics, a company involved in property development.

The State had alleged that between April and June 2025, Muronda and Mashayamombe approached Java claiming they could facilitate the allocation of commercial stands in Newlands through companies linked to them and individuals associated with the City of Harare.

The State had argued that the accused persons misrepresented themselves as being in a position to sell or facilitate ownership of the council land, prejudicing the complainant of US$100 000.

The court heard that on June 27, 2025, Java, accompanied by her lawyer Tawanda Maguwudze of Chasi and Maguwudze Law Firm, allegedly paid a deposit of US$50 000 each to Muronda and Mashayamombe at the law firm’s offices.

Prosecutors alleged that the accused signed acknowledgements of receipt and provided company documents relating to the transaction.

However, investigations later revealed that Harare City Council had already allocated the same stands to another company.
