THE Ministry of Finance is targeting improved public resource utilisation and effective implementation of Government programmes in 2027 through a five-day strategic planning workshop aimed at reviewing this year’s performance and refining priorities for the coming year.

The workshop brings together Ministry management, programme teams, facilitators and resource persons to assess achievements, identify implementation gaps and draw lessons to strengthen institutional performance.

In an update, the ministry said the strategic planning process comes as Treasury seeks to ensure that public resources are effectively deployed towards national development priorities, with millions of Zimbabweans depending on Government decisions on resource allocation and programme implementation.

“Bringing together Ministry management, programme teams, facilitators and resource persons, the workshop is assessing achievements, implementation gaps and lessons learnt while aligning the Ministry’s vision, mission, mandate, policies and priorities with the national development agenda,” the Ministry said.

Discussions are focusing on leadership direction, programme strategies, performance indicators, risk management and the development of the 2027 Strategic Plan, Annual Plan and Performance Contracts.

A key consideration is the impact of Treasury’s decisions on ordinary Zimbabweans, particularly in the allocation of resources towards critical Government programmes.

“A key message guiding the deliberations is that every decision made at Treasury has a human face and a national consequence.

“As highlighted during the recent 2027 Pre-Budget Seminar, millions of Zimbabweans depend on the Ministry’s decisions, from resource allocation to the timely execution of Government programmes,” said the ministry.

Officials have been challenged to discharge their responsibilities with diligence, accountability, urgency and a people-centred approach.

The workshop is expected to produce the 2026 Programme Performance Reports, refined strategic priorities, 2027 programme indicators, draft planning documents and Performance Contracts for the Minister, Deputy Minister and Permanent Secretary.

“The ultimate objective is to translate lessons from 2026 into clear, measurable priorities and effective implementation strategies for 2027, strengthening institutional performance and ensuring that public resources deliver tangible outcomes for Zimbabweans.”

The exercise is expected to provide a framework for strengthening performance monitoring and ensuring that Treasury’s programmes remain aligned with the country’s broader development objectives.
