ZVIMBA Rural District Council CEO Enias Chidhakwa appeared in court yesterday charged with criminal abuse of duty.
Chidhwakwa has been the CEO since 2020.
His duties include implementing and enforcing Council policies and procedures, acting as the advisor for the Council and the overall management of the Zvimba Rural District Council for the benefit of Zvimba rate payers.
According to the Zvimba RDC’s Transport policy, when council employees and councillors intend to use council vehicles and equipment for personal use, they are expected to hire them from council at rates determined by council from time to time.
It is alleged that in September, Chidhakwa embarked on a construction project to build his house in the Rainham area.
Chidhakwa required gravel and river sand to be ferried from various areas to his construction site.
Taking advantage of his office, and with full knowledge of the transport policy, Chidhakwa would unlawfully instruct council drivers to use council vehicles and equipment to carry gravel and river sand to his construction site.
He did not hire the vehicles and equipment as stated in the council’s transport policy.
It is alleged that he would instruct the release of 200 litres of diesel per truck which had to perform his personal duties, contrary to the transport policy.
Chidhakwa has used a total of 1000 litres of diesel, valued at US$1 500.
Chidhakwa appeared before magistrate Marewanazvo Gofa and was released on US$200 bail.
