Biti snubs civil servants

FINANCE Minister Tendai Biti yesterday snubbed civil servants and denied them access to his offices to hand over a petition outlining their grievances.

The workers led by the Apex Council leaders, however, managed to hand over the petition to Clerk of Parliament Mr Austin Zvoma at Parliament Building.

In their petition, the Government workers implored the legislators not to pass Minister Biti’s Mid-Term policy statement.

Mr Zvoma received the petition on behalf of Senate president, Mrs Edna Madzongwe and the Speaker of Parliament Mr Lovemore Moyo.
Accepting the petition, Mr Zvoma said: “I accept the petition and I am going to hand it over to the respective persons as per your request.”

The workers are demanding an all-inclusive salary of $564 for the least paid worker and 15 percent of the basic salary as rural allowance. The least paid Government worker is getting $296.

Addressing legislators in Parliament yester-day on civil servants’ demonstration, Minister Biti said he did not have resources at his offices.

War of words erupts over water shedding

A war of words has erupted over the Bulawayo City Council’s water shedding programme between the city’s Mayor, Councillor Thaba Moyo, and Bulawayo United Residents Association (Bura) chairperson, Mr Winos Dube.

The local authority announced that with effect from Friday, it would be embarking on a tight water shedding schedule that would see residential areas going without water for 24 hours, twice a week.

In a story carried in yesterday’s Chronicle, Mr Dube verbally roasted the city’s councillors, saying their leadership credentials were questionable.

He said their failure to carry out conti-ngency measures like keeping the bore-holes at Nyamandlovu Aquifer running and duplicating the Insiza pipeline had led to the crisis that necessitated shedding.

He attacked the council, after Minister of Finance, Tendai Biti, in his Mid-Term Budget Review, said the local authority had failed to use about $6 million availed by Treasury to rehabilitate water infrastruc-ture, until the money was sent back.

Clr Moyo responded to the tongue lash-ing yesterday with a verbal salvo of his own.

“Mr Dube must go to hell many times over. He is speaking from a position of ignorance. Instead of fighting with council, why does he not push the Ministry of Water Resources, Management and Development to complete the National Matabeleland Zambezi Water Project (NMZWP) or the Mtshabezi pipe-link that has actually led to this state of affairs?” asked Clr Moyo.

He said the views in the story were those of a person who had contributed nothing to the development of the city in his entire life.
