Spot fines to stay

Spot fines for motorists will remain in force, as scrapping them will be costly, Police Commissioner General Augustine Chihuri has said.
He said spot fines for motorists who flout traffic rules would not be scrapped anytime soon despite complaints that they were being used to solicit for bribes by traffic police.
Comm Gen Chihuri last week said that scrapping the spot fines would be costly.
“There has been a lot of outcry from members of public about spot fines,” he said.
“Spot fines are here to stay, otherwise without them the process of going to court for a US$10 spot fine will need more than US$500.
“Therefore, at the end of the day it would become counterproductive that you try to pursue US$10 using US$1 000 or more. Spot fines are there and will facilitate the process of ensuring that people comply with the law.
“I just wanted to make that known for the benefit of those who are used to complaining.”
Comm Gen Chihuri was speaking during the unveiling of licensing enforcement equipment by the Zimbabwe National Roads Administration in Harare.
His remarks come after a public outcry, especially among commuter omnibus operators, that the police were demanding bribes at roadblocks.

Prime Minister Morgan Tsvangirai’s wife Ms Elizabeth Macheka who was scheduled to travel to South Africa en-route to India on Thursday last week, failed to do so after missing her flight.
Ms Macheka was expected to leave the Harare International Airport on a South African Airways flight that left at around 7:20 on Thursday.
The trip was fully sponsored by Government and Ms Macheka wanted to use it to purchase jewellery and other paraphernalia for the couple’s wedding set for September despite denials by the PM’s office.
The PM’s personal secretary Ms Mary Mugweni, who was supposed to accompany Ms Macheka, contacted a senior protocol officer in the Ministry of Foreign Affairs, identified as Mr Nhema, on Thursday morning to notify him that the trip had been cancelled.
Mr Nhema communicated the message to another protocol official based at the Zimbabwean embassy in South Africa, identified as Mr Hove.
Mr Hove is the one who is responsible for welcoming Zimbabwean Government VIPs in South Africa.
Ex-MDC-T deputy minister fails to settle US$7 000 hotel bill

FORMER Youth Development, Indigenisation and Empowerment Deputy Minister Thamsanqa Mahlangu is being sued for failing to pay a US$7 000 hotel bill accrued in 2009.
Mahlangu, a member of the MDC-T national executive member and legislator for Nkulumane in Bulawayo, stayed at Monomotapa Crown Plaza in Harare on several dates during the period stretching from March 10, 2009 to September 29, 2009.
The politician was once taken to court by war veteran Cde Joseph Chinotimba over a stolen cellphone where it emerged that he smuggled two women into a room booked for him at Rainbow Towers Hotel on July 17, 2009.
African Sun Zimbabwe Limited, which operates Monomotapa Crown Plaza, has filed summons at the High Court claiming US$6 803 from the former minister.
Mahlangu admits staying at the hotel on the various stated dates, but argues that he was still deputy minister and that Government should pay the bill.
Government has disowned the bill, saying Mahlangu’s hotel bookings in question were personal and had nothing to do with his job as the deputy minister.
