POLITICAL parties yesterday expressed mixed reactions over the proposed March 2013 harmonised election date with the MDC formations demanding more reforms before the holding of the polls.

PM loses court bid in maintenance case

PRIME Minister Morgan Tsvangirai yesterday lost a bid to have the $15 000 maintenance claim by his wife Ms Locardia Karimatsenga struck off the roll.

Harare Civil Court magistrate Mr Reuben Mukavhi ruled that the application was properly before the courts and that the hearing should be held.

PM Tsvangirai had argued that the application did not comply with the provisions of the Maintenance Act.

The premier’s lawyer Advocate Thabani Mpofu said the claim could have been brought up through summons and not a court application.

He also argued that service of the court papers was not done properly.

Adv Mpofu raised the objection just before the maintenance inquiry but Mr Mukavhi ruled against him.

Makokoba residents blast Zesa over bulk pre-paid meters

RESIDENTS of Makokoba suburb in Bulawayo who live in flats have attacked Zesa Holdings for installing bulk pre-paid meters in their houses, saying the move will cause confusion when buying power units.

The ongoing installation of pre-paid meters by Zesa rolled into Makokoba, one of the oldest suburbs in the city, on Tuesday morning.

When Chronicle visited the suburb on Wednesday  afternoon, Zesa electricians were all over the suburb installing pre-paid meters while residents were fuming, saying the power utility should have installed a pre-paid meter for each household.

A resident of Enjingeni Flats, Mr Bongani Ncube, blamed the power utility for not consulting the residents or the Bulawayo City Council before conducting the exercise in the suburb.

“An apartment with four rooms in Makokoba is occupied by two families and it was easy for us to pay for electricity when we were using fixed charge meters,” said Mr Ncube.

Firms benefit from Dimaf

COMPANIES in Matabeleland have received the bulk of the money released under the Distressed Industries and Marginalised Areas Fund (Dimaf) with 17 firms in the region receiving 80 percent of the $11,4 million disbursed so far, CABS managing director, Mr Kevin Terry, said yesterday.

He said companies in Matabeleland received a total of more than $9 million from the fund meant to revive companies facing financial difficulties.

Dimaf was set up by Government and is administered by the financial institution.

In a response to questions from Chronicle after State Enterprises and Parastatals Minister Gorden Moyo accused the building society of delaying the disbursement of the money to save the city’s industries, Mr Terry said as of last Friday, applications for funding totalling more than $14 million had been approved, while more than $11 million had been disbursed.

We’re ready for polls, say parties

POLITICAL parties say they are ready for harmonised elections early next year if reforms and the roadmap set in the Global Political Agreement are met.
This follows President Mugabe’s urgent chamber application in the High Court seeking to extend the deadline to proclaim dates for by-elec­tions.
The President argued that if by-elections were to be held, there would be three key events to take place and funded by Government in the next six months.
The other two events are the Second All-Stakeholders’ conference and the referendum.
In separate interviews yesterday, political parties said they were ready for the elections.
Zanu-PF said it was prepared and was putting in place financial resources for the polls.
The party’s secretary for adminis­tration Cde Didymus Mutasa said the party was geared for the election.
“Right now we are putting in place financial resources to use in these elections.”
Cde Mutasa dismissed the issue of reforms being agitated for by the MDC formations.
He said they would not allow the weakening of Zimbabwe’s security sector under the guise of reforms.
“If they do not want the elections, they should not participate,” he said.
MDC-T spokesperson Mr Douglas Mwonzora said his party was not con­cerned with the proclamation of elec­tions dates.
“For the MDC, the question is not so much about when elections can be held, but conditions under which the elections are to be held.
“We want these elections to guaran­tee the secret of the vote and the secret of the voter. There are fundamental key reforms that have to be under­taken before elections are held.”
Mr Mwonzora said conditions were not yet conducive for free and fair elections.
He said MDC-T was ready for elec­tions, not war.
Under the GPA, he said, President Mugabe should agree with Prime Minister Morgan Tsvangirai on elec­tion dates.
