“Please be warned. There are various bogus association representatives and individual persons who are spreading rumours and false information to residents of Harare that they can negotiate terms of rates payment or even writing off debts with City of Harare on behalf of ratepayers. This is not true,” said city treasurer, Mr Misheck Mubvumbi, in a notice posted at council revenue halls.
One of the organisations calling itself Welfare Trust of Zimbabwe, which is based in Highfield, yesterday confirmed it was assisting ratepayers to restructure their debts with the city.
A lady identified as Michelle said for one to be a full member they needed to pay US$31 to access the organisation’s services.
She said her organisation was helping residents served with final warnings, summons and those failing to retire their debts. She said once one was paid up they should approach city district officers to negotiate payment plans.
The organisations are operating mostly in the high density areas. They use enticing language on their flyers. One of the flyers from Welfare Trust reads: “Final demand ye council, summons dzeku-court, illegal activities and structures zviiko, toita sei kuti midziyo yedu isatengeswa necouncil yeHarare?”
