New by-laws from the Harare City Council mandate that all commercial buildings in the city have at least three waste bins on their property in an effort to reduce the increasing amount of litter.
This directive is effective immediately and aims to improve waste management and cleanliness in the city.
Failure to comply may result in heavy fines or closure of the premises.
The directive is being enforced under the Harare Statutory Instrument 158/86 anti-litter by-law, highlighting the city’s commitment to maintaining cleanliness.
In a statement, acting town clerk Engineer Mabhena Moyo said council will be moving in to enforce compliance.
“The City of Harare would like to notify building owners and business premises owners that they are required to have at least three bins outside their premises.”
“This directive is with immediate effect and building owners who do not comply will not only be heavily fined but will have their buildings closed. This notice is issued in accordance with the Harare Statutory Instrument 158/86 anti-litter by-law.”
Businesses that will not comply, Eng Mabhena Moyo added, will leave council with no option except to enforce the law.
Apart from fining businesses, offenders caught littering in undesignated areas have also been fined between US$30 and US$100 by the Environment Management Authority depending on level of the offence.
This regulation aligns with international standards for waste management.
For instance, in Singapore, the fine for littering can reach S$1 000 for first-time offenders, escalating for repeat violations.
