ILLEGAL structures erected in bushy areas around Bulawayo, including makeshift churches, are increasingly being used as hideouts for criminals who prey on unsuspecting residents, councillors have warned.
The concerns were raised in the latest council report when councillors called for stronger enforcement against illegal structures and increased patrols by council rangers and the Zimbabwe Republic Police.
Councillor Khalazani Ndlovu said some unauthorised structures had been built in overgrown bushy areas and were now posing a serious public safety threat.
She said while some of the structures were being used as churches, they had also become hiding places for criminals who targeted residents using footpaths, particularly during the early hours of the morning and at night.
Councillor Ndlovu urged council and the police to demolish the illegal structures and intensify patrols in bushy areas to improve public safety.
Councillor Ashton Mhlanga also raised concern over community grass-cutting groups, saying they were being paid poor wages despite carrying out important work in keeping the city clean.
He said the workers, most of whom came from disadvantaged communities, were being exploited through low remuneration and called on council to review their wages while strengthening supervision.
Councillor Donaldson Mabuto reminded the meeting that council had previously resolved that community grass-cutting groups should be paid wages comparable to those earned by council employees.
