Mangwana & Partners has been recognised as the runner-up for the prestigious Walter Kamba Rule of Law Lifetime Award, a distinction that highlights the firm’s outstanding contribution to the legal profession and its enduring commitment to justice, ethics and the rule of law.
The recognition also reflects the exceptional leadership of the firm’s founder and principal partner, Honourable Munyaradzi Paul Mangwana, whose 38-year career has been defined by professional excellence, integrity and public service.
Over the course of his long and distinguished career, Honourable Mangwana has made significant contributions to the advancement of Zimbabwe’s legal profession.
In awarding the firm, the Law Society of Zimbabwe acknowledged his tireless efforts in safeguarding the independence of the legal profession and the judiciary, as well as his consistent defence of the rule of law.
Honourable Mangwana expressed his appreciation to the Law Society of Zimbabwe for the recognition.
“I have been driven by passion to serve my people and make a difference in people’s lives. I have used my practice of law as an instrument to make a positive change in society,” he said.
“I have used the law to impact society positively even when I became a public servant. I have been shaped by the many challenges I met in my long journey as a legal practitioner. I am grateful for this award and recognition which means so much to me.”
The Walter Kamba Rule of Law Lifetime Award is dedicated to the promotion of justice and respect for the rule of law.
Named after the late Professor Walter Kamba, the award is presented in conjunction with the commemoration of International Human Rights Day and honours outstanding members of the legal profession, academia or judiciary who have demonstrated consistency in upholding liberty, truth and justice.
Honourable Mangwana is a distinguished legal practitioner with a career spanning more than three decades.
He has been registered with the Law Society of Zimbabwe since 1986 and founded Mangwana & Partners in 1987, laying the foundation for a firm that has grown into a respected national legal practice.
Today, the firm operates seven branches across various towns and cities in Zimbabwe, expanding access to professional legal services across the country.
Through his business acumen, legal expertise and commitment to excellence, Honourable Mangwana has successfully led his firm while also serving in senior public roles, including as a Member of Parliament, Cabinet Minister and Politburo member.
His dedication to the profession was further demonstrated during his tenure as a Councillor of the Law Society of Zimbabwe from 1998 to 2000.
In addition to his legal and public service work, Honourable Mangwana established the Zimbabwe Property Owners Trust (ZIPOT), an advocacy organisation focused on protecting the property rights of low-income citizens who may lack the knowledge or resources to assert their legal rights. Beyond private practice, Honourable Mangwana has made notable contributions to national governance.
He served as a Deputy Minister and Cabinet Minister between 2000 and 2009 and was a Member of Parliament from 2000 to 2013.
During this period, he held several portfolios, including Deputy Minister of Transport and Communication (2000–2001), Deputy Minister of Justice, Legal and Parliamentary Affairs (2001–2002), Minister of State Enterprises and Parastatals (2002–2003), Minister of Public Service, Labour and Social Welfare (2003–2005), Minister of State Enterprises, Anti-Corruption and Anti-Monopolies (2005–2007) and Minister of Indigenisation and Economic Empowerment (2007–2009).
He also played a pivotal role in Zimbabwe’s constitutional reform process as Co-Chairperson of the Constitution select Committee (COPAC) from 2009 to 2013, where he helped guide an inclusive national dialogue that culminated in the adoption of the country’s new Constitution. On the regional and international stage, Honourable Mangwana represented Zimbabwe in several key bodies, including the Pan-African Parliament, the ACP-EU Joint Parliamentary Assembly, and the SADC Parliamentary Forum, where he served as Head of the Zimbabwean delegation.
He was also Chairman of the Africa Regional Labour Centre (ARLAC) from 2003 to 2005 and served on the African union Economic and Social Committee, the International Labour Organisation, and as Zimbabwe’s representative to the United Nations Economic and Social Committee between 2005 and 2007.
Honourable Mangwana has maintained a long and distinguished political career, having been a member of the ruling ZANU PF party since 1976. He has served on the party’s Central Committee since 2004 and has been a member of the Politburo since 2014, reflecting his sustained contribution to national leadership and policy direction.
He served as Secretary for Legal Affairs from 2017 to 2022 and is currently the party’s Secretary for Mines and Energy, a position he has held since 2022.
His professional foundation is grounded in strong academic and legal training.
Honourable Mangwana holds a Bachelor of Laws (Honours) degree from the University of Zimbabwe (1982–1984) and a Bachelor of Laws degree obtained in 1985.
He has been registered as a Legal Practitioner, Conveyancer and Notary Public since 1985, marking nearly four decades of continuous service to the legal profession.
His influence extends to his advocacy for human rights, particularly in his role as a Technical Advisor to the Death Penalty Project.
Through sustained engagement with key stakeholders, including the Government of Zimbabwe, his efforts contributed to the historic abolition of the death penalty in 2024, aligning the country’s legal framework with international human rights standards.
Honourable Mangwana’s career represents a powerful integration of legal expertise, public service and progressive advocacy.
His time in Parliament and in other leadership roles demonstrates a consistent commitment to strengthening the rule of law through tangible institutional contributions.
As Co-Chairperson of the Constitution select Committee (COPAC), he played a leading role in the drafting of Zimbabwe’s Constitution through an inclusive nationwide consultation process. This ensured that the final document reflected the will of the people and strengthened the country’s democratic foundations.
Between 2008 and 2013, Honourable Mangwana served on several key parliamentary committees that directly shaped Zimbabwe’s governance framework.
As a member of the Standing Rules and Orders Committee, he contributed to the development of parliamentary procedures that enhanced accountability and transparency.
Through the Justice and Parliamentary Portfolio Committee, he provided oversight of justice sector reforms, promoting adherence to legal standards.
He represented constituencies in Parliament as Member of Parliament for Kadoma East (2000–2008) and Chivi Central (2008–2013), where he advanced constituency development and voiced the concerns of the communities he served. Collectively, Honourable Mangwana’s parliamentary service and advocacy reflect a deep and sustained dedication to lawful governance, human rights and citizen participation.
His career embodies integrity, leadership and a lifelong dedication to progressive legal reform. Even beyond active parliamentary service, he continues to play an influential role in promoting and protecting the rule of law.
The Walter Kamba Rule of Law Lifetime Award serves as a platform for the Law Society of Zimbabwe to champion professional independence within both the judiciary and the legal profession, which is fundamental to the separation of powers, democratic governance and effective justice delivery in Zimbabwe.
The award is reserved for senior lawyers, jurists and academics of high standing who have made outstanding and sustained contributions to the independence of the legal profession, the judiciary and the rule of law.
Nominees are drawn from individuals who have demonstrated a strong commitment to the promotion and study of law in Zimbabwe and beyond.
Recipients must be persons of high ethical and moral standing, with a consistent record of supporting liberty, truth and justice and with proven courage, dedication and commitment to upholding the rule of law.
They must also have no previous convictions or pending disciplinary or criminal matters, underscoring the integrity associated with this prestigious lifetime honour.
